Facilitation Services for the Sacramento Deep Water Ship Channel Charrette (Non-On Call)

The City of West Sacramento is seeking a facilitator to lead a two-phase design charrette for flood management solutions for the Sacramento Deep Water Ship Channel. The facilitator will guide a multidisciplinary team of experts through structured collaboration to develop, refine, and present solution options that will support an informed decision by the USACE Executive Leadership / Change Management Board. The scope of work includes designing and managing the charrette process, ensuring productive and inclusive collaboration, synthesizing outputs into clear deliverables, and maintaining alignment with executive decision needs. • The facilitator will conduct up to two pre-charrette planning meetings and develop the charrette agenda and facilitation plan. • The facilitator will facilitate an approximately 4-6 hour charrette session with stakeholders to clarify the problem statement, identify constraints and risks, and generate initial solution concepts. • The facilitator will provide meeting notes, coordinate with internal project leads, and maintain communication with the designated project manager. • The facilitator will develop a Phase 2 agenda and facilitation plan, conduct a pre-Phase 2 planning meeting, and guide experts through structured deep-dives and scenario analysis. • The facilitator will facilitate a consensus-building and alignment meeting on preferred options and ensure all analysis aligns with executive decision needs.
