Description
Federal Bureau of Prisons seeks a qualified contractor to operate Residential Reentry Center (RRC) facilities for adult male federal offenders and to provide associated home‑confinement services. The contractor must supply at least 300 in‑house beds and up to 150 home‑confinement placements, located within the Washington, DC metropolitan area (DC city limits, Montgomery County MD, Prince George’s County MD, Arlington County VA, Fairfax County VA). The contract will be a firm‑fixed‑price IDIQ with a one‑year base period and four one‑year option periods (up to five years total). Key performance metrics include average daily population tiers and detailed reporting requirements (monthly billing, CPARS, subcontracting reports, DEI compliance, cybersecurity attestations, and various FAR clauses). The award is contingent on availability of appropriations, and the contractor must be operational within 240 days of award and meet extensive security, zoning, and community‑notification obligations.
