Description

The National Oceanic and Atmospheric Administration (NOAA) is seeking a contractor to enhance the Steller Sea Lion Artificial Intelligence Image Processing and Counting Effort. The contractor will further develop and improve the FUSION (all class) detection and classification model, the Suppression image registration model, and the DIVE desktop GUI. The contractor will also provide virtual training on the final products and relevant processes. The scope of work includes improving tile mosaic capabilities, developing scripts to evaluate model performance, and leading virtual training. The contractor will work with the Alaska Ecosystems Program (AEP) to achieve the objectives of the project. • Improve the FUSION (all class) detection and classification model to increase accuracy in detecting individuals in large and overlapping aggregations. • Develop scripts to evaluate model performance and provide virtual training on the final products and relevant processes. • Improve the Suppression image registration model to reduce duplicates and missed sea lions. • Develop tile mosaic capabilities and improve the DIVE desktop GUI to support the models and products. • Provide iterative products and monthly reports to AEP throughout the contract period.

Budget estimate

$200,000 – $500,000

The budget for this contract is not explicitly stated in the document. However, based on the scope of work and the fact that it is a sole-source contract, it is likely that the budget will be in the range of $200,000 to $500,000. This estimate is based on the assumption that the contractor will need to dedicate a team of developers and researchers to work on the project for a period of one to two years. The actual budget may be higher or lower, depending on the specific requirements of the project and the contractor's pricing.
