Description

The West Virginia Purchasing Division is issuing an open‑end, statewide RFQ to establish a contract for the purchase of 2027 (or latest model year) motor vehicles in classes 20‑40 for all state agencies and political subdivisions. Vendors must submit pricing for each vehicle class and fuel type (gasoline, flex‑fuel, diesel, CNG/Bi‑fuel, Hybrid) and meet a detailed list of mandatory equipment, warranty, and pre‑delivery inspection requirements. The contract is awarded to the lowest responsible bidder per fuel type, is effective upon award, and runs for one year (or until the model year build‑out is reached). Delivery must occur within 120 working days for standard orders (60 days for emergency) and includes specific FOB and inspection procedures. Quarterly utilization reports are required, and liquidated damages apply for late delivery. • Vehicle classes 20‑40 (sedans, SUVs, trucks, vans) with mandatory equipment such as automatic transmission, power steering, ABS, Bluetooth‑enabled radio, tinted glass, power mirrors, license‑plate mounts, all‑season tires, air conditioning, airbags, power windows/locks, backup camera (where applicable), etc. • Fuel options: gasoline (default), flex‑fuel (E85), diesel, CNG/Bi‑fuel, Hybrid – each quoted separately. • Warranty minimum: 3 years/36,000 mi bumper‑to‑bumper plus standard corrosion & power‑train coverage. • Pre‑delivery inspection, full documentation (VIN, title, temporary plates, warranty paperwork) and removal of dealer branding required. • Delivery to WV Surplus Property or agency locations; 14‑day VIN notice; 10‑vehicle daily limit at Surplus Property. • Pricing submitted via WV OASIS or electronic Excel sheets; unit price includes standard equipment and delivery (FOB destination). • Contract term: 1 year, renewable only if vendor elects to supply next model year at quoted price. • Reporting: quarterly Excel utilization reports to the Purchasing Division buyer; annual summary reports required. • Penalties: 0.5 % liquidated damages per day for delays beyond 120 days; possible contract cancellation for non‑compliance.

Budget estimate

$1,500,000 – $6,000,000

Based on typical state fleet procurements, the contract could involve anywhere from a few dozen to several hundred vehicles per year. Assuming an average unit price of $35,000 (including required equipment and delivery) and a modest purchase volume of 50 vehicles, revenue would be about $1.75 M. At the high end, if 150 vehicles are purchased at $40,000 each, revenue could reach $6 M. Therefore, a reasonable estimate ranges from $1.5 M to $6 M, depending on the number of vehicles, fuel‑type mix, and optional accessories. Factors influencing the final amount include the mix of gasoline vs. alternative‑fuel models, inclusion of premium options, and the volume of emergency versus standard orders.
