Description

The Palmdale School District is seeking qualified vendors to deliver on‑site Expanded Learning Opportunity Programs (ELO‑P) before‑ and after‑school for students in TK/K‑5, TK/K‑8, and grades 6‑8. The contract will be an indefinite‑quantity, one‑year base agreement with up to four optional one‑year renewals, and orders will be rotated among approved vendors. Proposals must be submitted electronically as a single PDF by the March 13 deadline and include required certifications (anti‑lobbying, non‑collusion, eligibility, insurance, background checks, TB clearance, etc.). The district prefers small, women‑, minority‑, and disabled‑veteran‑owned firms. • Provide on‑site before‑school and after‑school enrichment services (academic, arts, athletics, STEM, etc.) for K‑8 students. • Meet staffing ratios (10:1 for TK/K, 20:1 for grades 1‑6) and maintain required insurance, background checks, and TB certification. • Submit a fully‑compliant proposal (transmittal letter, qualifications, staffing plan, cost proposal per Exhibit C) through the PlanetBids portal by 2:00 p.m. PST on 13 Mar 2026.

Budget estimate

$50,000 – $400,000

No contract ceiling is disclosed. Typical district‑level before/after‑school programs in Southern California range from $50 K for a single‑site pilot to $300‑$400 K for multi‑site, full‑year implementations. Assuming the district awards several vendors and each receives a share of the workload, a realistic annual revenue for a qualified vendor would be between $50,000 and $400,000, depending on the number of schools served, student enrollment, and the mix of fixed vs. variable costs.
