The County of Hennepin (Minnesota) is seeking a qualified firm to design, install, and operate a turnkey electronic commissary and resident‑accounting system for its adult correctional facilities (ADC and ACF). The solution must integrate with existing jail‑management systems, provide web‑based and kiosk ordering, support reverse‑ATM cash deposits, and include a fully compliant accounting package. The contractor will also supply and manage inventory, kiosks, reverse‑ATMs, and provide ongoing support, training, and security compliance. The contract is expected to start January 1 2028 and will run for an indefinite period subject to renewal. • Provide integrated software that interfaces with ADC’s A True Integrated Management System and ACF’s CSTS, as well as existing COBRA Banker accounting data. • Supply, install, and maintain resident kiosks (≈66 total) and reverse‑ATM machines (10 total) across facilities. • Deliver full‑service commissary operations: inventory management, order processing, packaging, and delivery (minimum twice‑weekly). • Enable secure web‑based deposit portal for the public and ensure PCI‑DSS compliance. • Offer training, 24‑hour issue resolution, and audit/reporting capabilities. • Submit a fixed‑percentage commission on net sales and handle all related tax obligations.
