Description

The City of Boulder is seeking proposals from organizations to provide behavioral health residential and outpatient services for people experiencing homelessness with substance use disorders and mental health concerns. The selected vendor will deliver staffing, treatment planning, and linkages to outpatient or community supports consistent with the proposed service model. The program should prioritize individuals experiencing chronic homelessness and unsheltered homelessness, as well as High Utilizers. The City seeks measurable progress toward outcomes such as increased transitions from homelessness to housing, reduced returns to homelessness, and improved health and well-being outcomes. • Key services include residential recovery services, outpatient recovery services, and property management. • The program should be equity-focused, culturally responsive, and designed to ensure that programs do not create additional challenges or barriers for underserved populations. • The City seeks organizations capable of providing sustainable behavioral health recovery services without additional City or County investment beyond the provision of the facilities. • Proposals should describe how the organization will maintain program operations over time, including revenue diversification strategies such as Medicaid reimbursement, private or foundation funding, or other committed sources.

Budget estimate

$500,000 – $2,000,000

Given the scope of the project, which includes providing residential and outpatient behavioral health services, the budget could potentially range from $500,000 to $2,000,000 per year, depending on the number of clients served, the level of care provided, and the reimbursement rates from Medicaid and other funding sources. This estimate is based on industry benchmarks for similar services and takes into account the City's goal of providing sustainable services without additional investment beyond the provision of facilities.
