City Hall Modernization CM-R RFQ

The City of Cleveland is seeking a qualified Construction Manager at Risk Team to provide construction services for the City Hall Modernization project. The project involves modernizing common areas, improving accessibility, and relocating select departments and divisions within City Hall or to the Public Auditorium. The selected team will be responsible for evaluating the advantages and disadvantages of separate bid packages, coordinating construction and phasing with occupants, and ensuring compliance with local, state, and federal standards and ordinances. The project is expected to last 16 months, and the city is committed to providing economic opportunities to Minority Business Enterprises, Female Business Enterprises, and Cleveland-area Small Businesses. • The project includes two main components: Project 1, which involves new accessible west entrance, revised vehicular drive, garden level coffee shop, and office and shared space relocation, and Project 2, which involves modification and addition of two light wells, modification of the existing light court, and addition of a freight elevator. • The city has retained an Architect and Engineers of Record Consultant to complete the Construction Documents and provide construction administration services. • The selected team will be required to submit a proposal that includes a description of their approach, organization, and qualifications, as well as a fee proposal that includes a lump sum fee and a proposed fee percentage. • The city reserves the right to reject any proposal that does not meet the requirements outlined in the RFQ.
