FOR THE PROVISION OF LEGAL SERVICES- SPECIAL CONFLICT COUNSEL

The Joint Meeting of Essex and Union Counties is seeking qualified law firms or individual attorneys to serve as Special Conflict Counsel. The selected firm will provide legal representation when conflicts of interest arise, attend regular, special, and emergency meetings, prepare legal opinions, memoranda, and monthly counsel reports, and otherwise support the Joint Meeting’s legal needs throughout the contract year. Qualification Statements must be submitted electronically by October 20, 2026, and will be evaluated on experience, reputation, knowledge of the Joint Meeting, and ability to attend required meetings. • Legal services focused on conflict‑of‑interest matters for a public‑sector client • Attendance at meetings (regular, special, emergency) as required • Preparation of legal opinions, memoranda, and monthly reports • Qualification deadline: Oct 20, 2026; questions due Oct 11, 2026 • Award and contract terms to be determined after evaluation (no award date disclosed) • Project expected to span one year of service
