Prequalification for the Renovate Norfolk Owner Occupied Single Family, Multi Family Homes Rehabilitation and Rental Rehab Program

The City of Norfolk is seeking to pre-qualify general contractors to provide rehabilitation services for residential properties, including single-family homes and multi-family units, under the Renovate Norfolk and Strengthening Neighborhoods programs. The pre-qualified contractors will be part of a selected pool and will have the opportunity to compete for each project for a period of up to four years. The scope of work may include interior and exterior repairs, such as demolition, foundation leveling, structural damage repair, building envelope repair, mechanical, electrical, and plumbing systems repair or replacement, and lead-based paint mitigation. • The programs are funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant (CDBG) Program. • Typical awards are around $25,000 but are not to exceed $50,000. • Contractors must comply with all local, state, and federal laws and regulations. • Contractors must maintain their Virginia Contractor License, HUD-EPA Lead Supervisor certification, and insurance coverages. • The City will only accept quotes that are within 10% of the City's estimate. • The City reserves the right to waive minor defects or variations from the exact requirements of the solicitation in an application.
