Description

The City of Victorville is seeking a consultant to update its Single Jurisdiction Local Hazard Mitigation Plan (SJLHMP). The selected consultant will partner with the City's Risk Manager and the Local Planning Team to develop a fully compliant SJLHMP update that reflects evolving hazard conditions. The update must describe changes in development within identified hazard-prone areas and evaluate how these changes have increased or decreased community vulnerability since the current plan was approved. The consultant will perform tasks such as hazard identification, risk assessment, mitigation strategy development, plan preparation, and public outreach. The project is expected to last 18 months, and the consultant must comply with all applicable federal, state, and local laws and regulations. • The consultant will identify and assess all current and emerging natural and human-caused hazards within the City's planning area. • The consultant will evaluate risks to people, property, critical infrastructure, and community assets. • The consultant will develop a comprehensive set of mitigation strategies and actions to reduce vulnerabilities to natural disasters. • The consultant will integrate the updated SJLHMP with existing City plans, regulations, and capital improvement programs. • The consultant will conduct extensive public outreach and stakeholder engagement throughout the planning process.

Budget estimate

$150,000 – $250,000

The City of Victorville has been awarded $164,325 from the Hazard Mitigation Grant Program (HMGP) funds by FEMA, and the consultant's cost proposal should include all costs required to provide the services outlined in the scope of work. Considering the project's complexity and the need for a comprehensive update of the SJLHMP, a reasonable estimate for the budget could be between $150,000 and $250,000. Factors that may influence the likely payment range include the consultant's experience, the scope of work, and the level of complexity involved in the project.
