Description

District of Columbia Housing Authority is seeking a qualified developer to lease DCHA‑owned rooftop, basement, and open‑area spaces at the Langston Terrace & Addition campuses (and optionally a warehouse) for a 20‑year renewable‑energy micro‑grid. The contractor must design, permit, construct, and operate a solar photovoltaic system (0.5‑1.5 MW) paired with an energy‑storage system (up to 1 MW/4 MWh) that stabilizes the grid and supplies electricity to Pepco’s master meter. The arrangement is lease‑centric, with optional long‑term power purchase agreement terms, and requires compliance with historic‑preservation, HUD Section 3, Davis‑Bacon, and extensive insurance/bonding requirements. • Lease of DCHA property for 20 years; optional 20‑year PPA for electricity sales. • Design, install, and operate 0.5‑1.5 MW solar PV plus up to 1 MW/4 MWh storage, interconnecting to existing utility meter. • Must provide all permits, historic‑preservation approvals, and meet Section 3 workforce requirements; must have at least three prior commercial‑scale PPA projects (≥ 0.5 MW). • Required insurance/bonding includes $1 M CG L, $5 M umbrella, $10 M pollution liability, and performance bonds equal to 100 % of contract price. • Evaluation emphasizes experience, technical approach, financial capability, Section 3 compliance, and levelized cost of energy.

Budget estimate

$2,000,000 – $10,000,000

The RFP does not disclose a contract value; payment will consist of annual lease rent (potentially tied to a per‑kWh discount) and, if an optional PPA is executed, a fixed electricity price over 20 years. Based on comparable 1‑MW solar‑plus‑storage projects in urban settings, annual lease payments might range from $100‑$300 k, and PPA revenue could add $300‑$600 k per year, yielding a total contract value between roughly $2 M and $10 M over the 20‑year term.
