Description
The Bureau of Indian Education is seeking a single‑award contractor to provide “Alternate Assessment” services for its Bureau‑Operated Schools (BOS). The effort includes delivering a commercial‑off‑the‑shelf (COTS) assessment platform, a secure student‑registration portal, paper and electronic reporting, training (both onsite and virtual), ongoing help‑desk support, and optional test‑item customization and interim assessments. The contract will be a firm‑fixed‑price base year with a cost‑reimbursable travel component and up to four one‑year options.
• Core deliverables: alternate assessment administration (grades 3‑8 & 11), registration portal, scoring, and reporting (paper & electronic).
• Support services: up to 6 virtual and 4 onsite training sessions, weekly 1‑hour virtual office‑hours, and a help‑desk with ≤15‑minute hold time.
• Optional work: test‑item customization and interim assessments (exercisable in option years).
• Compliance requirements: FIPS‑140‑2 encryption, NIST 800‑53 security controls, Section 508 accessibility, FERPA/Privacy Act protections, and background investigations for staff.
