Municipality of Anchorage’s Anchorage Water and Wastewater Utility (AWWU) seeks an experienced financial consulting firm to provide expert financial analysis, cost‑of‑equity modeling, and testimony before the Regulatory Commission of Alaska (RCA) for the utility’s rate‑of‑return filings. The contract will be awarded as a 5‑year term with work assigned via individual task orders; each task order will have its own scope, schedule, and a maximum purchase‑order ceiling of $150,000. Proposals must include a fully‑loaded fee schedule, cost‑scenario worksheet, and a signed proposal. Evaluation will be based on qualifications, key personnel, methodology, and cost, with the lowest‑cost bid receiving full points. No site visit or pre‑proposal conference is required, and questions must be submitted by May 14, 2026.
• Conduct capital‑structure analysis, CAPM and DCF modeling to recommend a fair rate of return on equity for AWWU.
• Prepare supporting exhibits, respond to data requests, and coordinate with AWWU staff and regulatory counsel.
• Appear (telephonically or in‑person) before the RCA to testify on the financial analysis.
• Submit a cost‑scenario worksheet (labor‑only) and a signed proposal by June 4, 2026.
• Performance will be managed through monthly invoicing and subject to extensive insurance, indemnification, and record‑keeping requirements.
