The State of Oregon, acting through the Department of Veterans Affairs, is seeking a qualified Construction Manager/General Contractor (CM/GC) to provide pre‑construction design‑assist services and, subsequently, full construction management for the Roseburg Veterans Home – a new 154‑bed skilled‑nursing “small‑house” campus of approximately 125,000‑135,000 sf. The contract will be awarded on a GMP basis with a target range of $69 M‑$99 M; the CM/GC must deliver early‑work, coordinate utilities, manage permitting, and execute the construction phase while complying with Oregon prevailing‑wage, Buy‑America, and healthcare‑facility codes. The project includes a mandatory pre‑proposal conference, extensive COBID outreach, and strict schedule milestones through substantial completion in February 2030 and final completion in April 2030.
