Request for Proposal (RFP) for Professional Services to Develop a Comprehensive Sewer Rate Study

The City of South San Francisco is seeking a consultant to conduct a comprehensive sewer rate study. The study aims to develop a cost-of-service analysis, validate the appropriate rate structure, and recommend rates that generate adequate revenue to cover current and future operations and maintenance costs, debt service, and capital improvement projects. The selected consultant will develop a 20-year financial projection and model with a recommended 5-year rate schedule. The consultant will also participate in the public hearing process to adopt the proposed rates. Key tasks include cost development, revenue sufficiency analysis, cost-of-service analysis, rate design, reserve and fund analysis, and regional comparisons. The consultant will also provide full administrative support for the public adoption process, including drafting the formal Proposition 218 notice and coordinating the printing and mailing of notices to property owners. • Conduct a comprehensive review of the City's Sewer Enterprise Fund • Prepare a comprehensive Sewer Rate Study with a recommended rate schedule • Develop a 20-year financial projection and a recommended 5-year rate schedule • Prepare and conduct Proposition 218 mailing and public hearing to adopt new rates • Provide full administrative support for the public adoption process
