The Commonwealth of Kentucky is soliciting bids for a wide range of LED traffic‑signal modules (red, yellow, green, arrows, pedestrian countdown, U‑turn, bicycle, and bi‑modal units). The procurement will be conducted as a two‑phase reverse‑auction RFB: Phase 1 requires unpriced technical offers; Phase 2 is an online reverse‑auction where only qualified vendors submit pricing.
