The City of Billings, Montana, is seeking a qualified consulting firm to develop comprehensive Transportation and Fire Impact Fee programs. Deliverables include technical analyses, GIS maps, Excel‑based fee models, and support for public hearings and City Council adoption.
• Conduct kickoff, schedule management, and regular coordination meetings with City staff.
• Perform growth forecasts, infrastructure inventories, and asset‑condition assessments for both transportation and fire services.

• Determine service‑area boundaries, allocate costs, and produce defensible fee schedules.
• Prepare detailed Service Area Reports, calculation models (Excel), GIS mapping, and implementation guidance.
• Assist City through stakeholder outreach, public hearings, and adoption processes.
• Provide final electronic deliverables in PDF and editable formats.
