The St. Clair County Board of Education is seeking a qualified vendor to provide a full‑service substitute‑personnel staffing solution for all schools in the district. The contract covers recruitment, background screening, training, payroll, placement, and management of substitute teachers, lunchroom workers, janitorial staff, and instructional aides. The vendor must also deliver a 24‑hour online request portal, on‑site management, weekly billing statements with GL integration, and compliance with Alabama’s fingerprint‑check and E‑Verify requirements. The initial term is one year (Aug 1 2024 – Jul 31 2025) with the possibility of up to four one‑year extensions.
• Provide 60‑100 substitute staff members per school day (average 80).
• Supply four categories of substitutes (teacher, lunchroom, janitorial, instructional aide) and meet all state‑mandated training and safety standards.
• Offer an online request system, on‑site manager, weekly reporting, and full payroll/benefits administration, including workers’ compensation and tax compliance.
