Build America, Buy America Act (BABAA)

The USDA Rural Development (RD) intends to award a competitive Blanket Purchase Agreement (BPA) Call Order for the Build America, Buy America Act (BABAA) program. The contractor will provide assistance in gathering data to inform and coordinate department and agency decision-making on the implementation of BABAA requirements. The scope of work includes market research, analyzing requests for waivers, assisting with site visits, and preparing a process evaluation and workforce plan. The anticipated period of performance is from July 25, 2026, to July 24, 2030, with multiple option periods. • The contractor will provide assistance in gathering data to inform and coordinate department and agency decision-making on the implementation of BABAA requirements. • The contractor will perform market research on product availability and analyze requests for waivers. • The contractor will assist with informational site visits and prepare a process evaluation and workforce plan for USDA to consider building BABAA permanent staffing recommendations.
