Request for Proposal -Development Services Engineering On-Call Material Testing Services

The City of Roseville’s Development Services Engineering Department is seeking qualified engineering firms to provide on‑call material testing services for a variety of public infrastructure projects. The contract will be a master agreement lasting 18 months, with up to four optional one‑year renewals, under which individual task orders will be issued on a test‑by‑test or project‑wide basis. Services include testing of asphalt concrete, Portland cement concrete, soils, and other materials in right‑of‑way and easement projects such as roadways, subdivisions, and capital improvements. The City will compensate on a time‑and‑expense or per‑test basis, with monthly invoicing and payment within 30 days of satisfactory completion. The solicitation requires California business registration, DBE compliance, Caltrans‑certified laboratory capability, and adherence to state and federal testing standards. Proposals must be submitted by September 3, 2026 (3 PM) either in person or electronically, and must include a sealed‑proposal label if mailed.
