Actuarial Services

The Sacramento Housing & Redevelopment Agency (SHRA) is seeking a qualified actuarial consulting firm to provide comprehensive actuarial valuation, advisory, and GASB 75 reporting services for its Other Post‑Employment Benefits (OPEB) retiree health program. The engagement will support the development of actuarially‑determined contributions, analysis of funded status, long‑term liability trends, and strategic prefunding advice over multiple valuation dates through FY 2030. The contractor must hold Enrolled Actuary credentials, have at least five years of public‑sector OPEB experience, and be able to deliver technical reports, presentations, and audit support. • Scope includes three full actuarial valuations (as of 12/31/2025, 2027, 2029) and associated ADC schedules. • Provide GASB 75 reporting packages for fiscal years ending 2026‑2030 (explicit, implicit, and combined subsidy reports). • Deliver data‑validation, assumption development, and ongoing consultation with SHRA staff, Board, and auditors. • Required deliverables: valuation reports, GASB 75 reports, presentation materials, and electronic data files. • Contract anticipated to start 7 Dec 2026 and run for approximately four years, with optional add‑on studies available.
