• Design, selection, installation, and servicing of energy, water, and wastewater‑efficient equipment across multiple county facilities.
• Guarantee a minimum level of annual utility savings; any shortfall must be reimbursed by the ESCO.
• Conduct an Investment‑Grade Audit, secure financing (federal grants, CARES, ARPA, IIJA), and manage all permitting, bonding, and insurance requirements.
• Provide post‑installation training, preventive‑maintenance plans, and annual savings reconciliation for a contract term up to 20 years.
• Submit three hard‑copy copies plus one USB copy of the qualification response by the April 27, 2026 deadline.
