Description

The U.S. Army Corps of Engineers Chicago District seeks a sole‑source contractor to provide expert human‑factors and psychological health analytics. The effort involves a deep dive into at least five years of USACE safety, accident, and human‑factors data, evaluation of existing reporting systems (including FEVS, CCIRs, SIBs, and workers’ compensation claims), and a comprehensive audit of psychological health programs. The contractor will also correlate training completion rates with incident occurrences and deliver actionable recommendations, executive summaries, white papers, and leadership presentations to improve workforce resilience and reduce compensation costs. • Analyze ≥5 years of USACE safety and human‑factors data. • Review and assess data sets such as FEVS, CCIRs, SIBs, and compensation claims. • Audit USACE psychological health and resilience programs. • Perform cross‑system correlation between training completion and incident rates. • Produce executive‑level deliverables (recommendations, white papers, presentations). • Sole‑source solicitation; only TOR INTELLIGENCE, LLC is considered.

Budget estimate

$500,000 – $2,000,000

No contract value is disclosed, but the NAICS size standard is $19 million, indicating the government expects a relatively sizable effort. Given the specialized expertise, data‑intensive analysis, and deliverable package, a reasonable estimate for the contract value would be in the mid‑hundreds of thousands to low‑single‑digit millions range. Factors influencing the final amount include the depth of data processing required, the number of deliverables, and any travel or onsite support. A plausible range is $500,000 to $2,000,000.
