Return Basin Modernization - Request for Prototype Proposal (RFPP)

The Department of the Air Force is seeking proposals for the modernization of the Return Basin at Arnold Air Force Base, TN. The project involves designing, procuring, delivering, and installing operational pump assemblies and integrating the system with the existing cooling water system. The proposal should address three main factors: Vendor Risk Mitigation, Business Process, and Price. The vendor should provide information on their past performance, business process, technical approach, and price for the prototype. The government anticipates awarding up to two prototype agreements and one potential follow-on production agreement. • The proposal should include a subcontracting plan, technical narrative, data rights to conceptual design, and prototype schedule. • The vendor should provide a detailed firm fixed prototype price, including kickoff meeting, finalized business process, conceptual design, and options for 30%, 60%, 90%, and 100% design. • The government will evaluate proposals based on the factors mentioned above and may request additional information or clarification. • The proposal should be submitted via email to the Agreements Officer and Agreements Specialist. • The vendor is responsible for ensuring the Agreements Officer receives the submitted proposal.
