Upstate Medical University Hospital intends to purchase professional automated flight systems consulting from Crown Air under its discretionary authority, pursuant to NYS Education Law §355(5)(A), which is up to $500,000, for the above noted commodity/product or service. A sealed bid will not be held. This procurement is subject to NYS Finance Law §139 j&k. AKA the Lobbying Law. Therefore, vendors are cautioned that the only permissible contact for this procurement is the individual listed below. Failure to comply with this requirement can range from no contract to debarment from sales to any NYS Agency. Successful contractor shall be required to complete and submit documents related to Vendor Responsibility, NYS Finance Law 139, NYS Tax Law Section 5-a, and valid/current NYS Workers' Compensation and Disability Forms. Vendor must be considered a small business under NYS regulations. Vendor must have proficiency in both flying operations and regulatory matters and possess an FAA Airline Transport Pilot Certificate with a current first-class medical certificate. The vendor must have an Advanced Canadian RPAS license, a US drone license, ICAO experience, FAA regulatory expertise, experience as an FAA Aviation Safety Inspector for Air Carrier Operations, and OEM training on the RigiTech Eiger with at least two years of experience. They must have a track record of starting new drone operations both internationally and within the US, experience with NEPA studies, familiarity with the aircraft type certification process, and proven success in obtaining Part 135 certification and a 44807 exemption. They must have over five years of experience using drones for delivery in healthcare environments and provide references if asked.
