The Jefferson County Public Defender Office is seeking a sole‑source provider to supply a Westlaw online legal‑research subscription that meets strict editorial and citation‑risk functionality. The contract will be awarded through a Quick‑Quote process, with an opening on 16 June 2026 and a closing on 22 June 2026. The solution must include West‑key number searching, headnote access, full‑text opinions, and KeyCite over‑ruling risk tools, as well as access to the National Reporter System, Uniform Laws Annotated, and Corpus Juris Secundum.
• Legal search engine with West Key Number System, Westlaw Headnotes, and “Notes and Decisions” displayed at the top of results.
• Access to West’s National Reporter System, ULA, and Corpus Juris Secundum.
• Ability to differentiate language appearing in a case’s main opinion versus concurrences/dissents.
• KeyCite Overruling Risk functionality with warnings on implicitly overruled cases.
• Provider must employ attorney‑editors to regularly analyze, summarize, and classify legal material.
