RFP Water Rate Assistance Program

Valley Water is seeking a qualified consultant to administer its Water Rate Assistance Program (WRAP) for low‑income households throughout Santa Clara County. The scope includes full‑cycle program management – intake, eligibility verification, multilingual outreach, payment processing of $2 million in pass‑through funds, data management, reporting, and oversight. The consultant must have at least five years of experience administering similar public‑assistance or utility‑assistance programs, demonstrate robust internal controls, and provide multilingual (English, Spanish, Vietnamese, Mandarin, Cantonese) outreach. The work will run for a two‑year period beginning January 1 2027, with possible one‑year extensions.
