Description

The U.S. Air Force is conducting market research for a comprehensive, high‑definition recording and surveillance system to be installed at the Melrose Range, Cannon AFB, NM. This is an RFI only; no contract is being awarded at this stage. The anticipated contract value is $5‑10 million with a 90‑day performance period. The system must include hardware, software, network infrastructure, secure encrypted communications, and integration with existing range facilities, covering control tower upgrades, entry control points, remote viewing stations, and a tactical training area. The contractor must provide design, programming, installation, testing, and commissioning services, and possess certifications for the specified security and SCADA platforms. • Scope: Design, program, integrate, install, test, and commission a full‑range surveillance solution (cameras, audio, networking, power, solar, PLC, VMS, SCADA GUI). • Hardware: Up to 300 cameras, 150‑license VMS, RAID‑6 storage, 8‑inch 4K displays, solar‑powered remote stations, secure encrypted network, dual‑factor authentication. • Software: Genetec (or equivalent) VMS, Wonderware/Aveva SCADA, custom GUI, after‑action reporting. • Certifications required: Genetec, Wonderware, Allen‑Bradley PLC, Audinate Dante Level III. • Performance window: 90 consecutive calendar days from start date. • Anticipated contract value: $5 M – $10 M. • Submission deadline for RFI responses: 31 Aug 2026 (12 PM MT). • No mandatory pre‑bid meeting or site visit; the government may request one‑on‑one discussions.

Budget estimate

$250,000 – $1,000,000

The RFI indicates an anticipated contract magnitude of $5 M–$10 M for a 90‑day project. Assuming a typical profit margin for large‑scale security‑system integrations of 5‑10 % (considering hardware procurement, licensing fees, labor, and overhead), the contractor’s net earnings could range from roughly $250 K on the low end to $1 M on the high end. Factors influencing the final budget include the final hardware bill‑of‑materials, licensing costs for VMS/SCADA software, the extent of custom development, and any subcontracting for solar‑power installations.
