Title V Compliance Reporting and GCCS Design, Construction & Maintenance - Re-Solicit

Escambia County Waste Services Department is seeking proposals from qualified engineering firms to provide title V compliance reporting, landfill gas system designs, and guidance and perform limited construction and maintenance activities. The contract will commence upon execution and extend for 36 months, with the option to renew for two additional 12-month periods. The selected firm will be responsible for providing weekly flare operating reports, monthly wellfield reports, and other compliance documentation. They will also be required to perform on-site engineering and technical assistance, including data collection and review. The firm will need to have experience with Title V compliance requirements and reporting, as well as knowledge of gas collection and control systems within the landfill gas industry. Some key tasks and deliverables include: • Weekly flare operating reports to document compliance • Monthly wellfield reports to document compliance • As-needed FDEP requests for alternate procedures or timelines for wellfield repairs or expansions • Documenting and coordinating GCCS maintenance required to meet Title V requirements • Updating the Start-up, Shutdown, and Malfunction Plan • Quarterly surface emissions monitoring reports • Semi-annual monitoring reports • Annual flare testing • Annual Operating Report • Annual Statement of Compliance • Annual fees estimate form • Greenhouse Gas Reporting • On-call Landfill Gas Consulting Services • Review of Future cell design/construction for GCCS/Title V Compliance • GCCS design improvements for Title V Compliance • Any coordination/reporting/deemed necessary between Escambia County staff and FDEP • Performing on-site engineering and in-situ technical assistance to include data collection/review
