The County of Webb is seeking formal competitive bids from qualified contractors for the furnishing, delivery, and installation of traffic calming speed cushions at designated locations in Los Altos and Oilton, Texas. The purpose of this project is to reduce vehicular speeds, improve roadway safety, and enhance neighborhood traffic conditions while maintaining emergency vehicle accessibility. The Contractor shall provide all labor, materials, equipment, tools, traffic control, supervision, and incidentals necessary to complete the installation of speed cushions in accordance with Webb County specifications and applicable state, local and federal standards. • The project includes attending pre-construction meetings, reviewing approved installation locations, conducting field verification of measurements and site conditions, notifying affected residents and businesses, and coordinating with emergency services and utility providers. • The Contractor shall furnish speed cushions that meet the minimum specifications, including modular rubber or asphalt-constructed speed cushions, reflective markings, and anchoring hardware. • The Contractor shall prepare the roadway surface, layout speed cushion placement, install speed cushions, secure cushions, apply thermoplastic pavement markings, and install advance warning signage. • The Contractor shall develop and implement a Traffic Control Plan, provide signage, cones, barricades, and flaggers, and maintain safe access for residents and emergency vehicles. • The Contractor shall demonstrate prior experience in traffic calming device installation, provide at least three similar project references, be properly licensed and insured in the State of Texas, and comply with all applicable local, state, and federal regulations.
