Description

The Commonwealth of Massachusetts’ Executive Office of Health and Human Services is seeking MassHealth‑enrolled outpatient speech‑language pathology providers to participate in an Augmentative and Alternative Communication (AAC) Tablet Initiative. Providers will receive tablets, protective cases, and locked charging stations at no cost, and will be responsible for evaluating eligible MassHealth members (under 21 with autism and severe expressive communication disorder), conducting data‑driven trials, configuring devices, and reporting usage and outcomes. The program is “evergreen,” allowing providers to apply on a rolling basis, with an initial application opening date of April 29 2025 and a pre‑bid applicant conference on March 21 2025. No direct monetary payment is made to providers; funding covers the equipment and related support. • Eligible providers: MassHealth‑enrolled outpatient SLP providers (individual, group, hospital, rehab, etc.). • Responsibilities: secure and store equipment, perform evaluations and trials, attend monthly meetings, submit required reports. • Equipment supplied: AAC tablets (e.g., iPad), protective cases, locked charging cabinets; providers manage inventory and device configuration. • Timeline: Applicants can ask questions until April 1 2025; initial applications accepted starting April 29 2025; the solicitation remains open throughout the year.

Budget estimate

$0 – $120,000

The solicitation does not specify any direct reimbursement to providers; the State supplies the tablets and accessories at no cost. Revenue for a provider would therefore derive from the underlying outpatient speech‑language pathology services they already bill to MassHealth under existing contracts. Assuming a provider delivers 100 eligible pediatric cases per year, with an average Medicaid reimbursement of $1,200 per case, annual earnings could range from $0 (if no eligible cases are served) up to roughly $120,000. Additional indirect value may come from increased patient volume and associated service fees.
