The Village of Schuylerville is seeking proposals from qualified firms to provide NY Forward Program Management and Grant Implementation Support Services related to the Village’s New York Forward contract with the New York State Department of State.
The Village’s NY Forward contract includes three funded project components: construction of a new village community center, reconnection of the Old Champlain Canal under Ferry Street, and enhancement of signage and wayfinding throughout the Village. These components are administered under one State contract and one reporting, compliance, reimbursement, and documentation structure.
Services may include program management and contract administration support; reporting, reimbursement, and deliverable tracking; procurement and consultant coordination support; MWBE documentation and compliance support; multi-project and interagency coordination; meeting support; communication support; decision logs; action trackers; and implementation planning.
Qualified firms should demonstrate experience with State-funded municipal capital projects, reimbursement-based grant implementation, New York municipal procurement documentation, MWBE outreach and documentation, multi-component project coordination, and work with municipalities or public entities with limited internal administrative capacity.
This RFP is for implementation support services only. The scope does not include final architectural or engineering design services, construction services, construction management as constructor, legal services, or direct procurement authority on behalf of the Village.
The selected consultant may use subcontracting, joint venture, or teaming arrangements where appropriate, provided that the proposing firm clearly identifies roles, responsibilities, key personnel, and any subcontractors or partner firms in its proposal.
Proposals are due electronically in PDF format by June 15, 2026 at 4:00 p.m. to Cory Heyman, Village Treasurer, at
