Texas Southern University is seeking a qualified consulting firm to deliver comprehensive Financial Planning and Advisory Services (FP&A) to support its strategic, budgeting, and long‑range financial modeling needs. The engagement will include assessment of current practices, development of rolling cash‑flow forecasts, creation of 5‑year and 30‑year financial models, standardized budgeting templates, capital improvement planning tools, and a full financial planning framework with training and knowledge transfer for university staff. The contract is for an initial one‑year term with up‑to‑three optional one‑year renewals, and the total anticipated contract value is approximately $90,000.
• Assess existing financial planning/forecasting processes and provide recommendations.
• Build a 13‑week rolling cash‑flow forecast and annual cash‑flow models.
• Develop integrated 5‑year and 30‑year financial planning models with scenario and sensitivity analyses.
• Create standardized operating budget, business case, and Capital Improvement Plan (CIP) templates.
• Establish a university‑wide financial planning framework, calendars, and procedures.
• Deliver training, documentation, and knowledge‑transfer to TSU personnel.
• Provide ongoing advisory support throughout the contract term.
