Utility Network Conversion

The City of Edmond is seeking a qualified vendor to implement a prototype using Esri’s ArcGIS Utility Network Management software for its electric utility data. The prototype will serve as a sandbox environment to build team knowledge, test workflows, and identify data-related issues prior to production implementation. The selected vendor will be responsible for providing services in accordance with the scope of services outlined in the proposal. Key services include creating an ESRI Utility Network prototype, performing data clean up, migrating the dataset into the Utility Network schema, and providing training for stakeholders. • The City’s electric distribution feature dataset consists of 15 feature classes, including transformers, junctions, capacitor banks, and line switches. • The City’s current ArcGIS system is integrated with Cityworks, DataVoice, and SmartWorks. • The vendor will be required to provide a comprehensive migration plan, develop a prototype symbology map, and perform functionality testing. • The vendor will also be required to provide short-term on-site training and documentation to allow the City’s IT and electric staff to maintain the converted data. • The City reserves the right to reject proposals that do not meet the requirements outlined in the RFP. • The City anticipates a services contract renewable annually upon mutual agreement.
