The State of Maine’s Department of Agriculture, Conservation and Forestry (Bureau of Parks and Lands) is seeking a qualified consultant to develop a comprehensive climate‑resilience plan for the Popham Peninsula, including Popham Beach State Park and Fort Popham. The effort focuses on vulnerability assessment, ecological and recreational inventory, stakeholder engagement, development of adaptation strategies, and creation of a model ordinance that can be replicated across other Maine coastal communities. The contractor will deliver a draft and final report, a public‑facing storytelling component, and support for implementation and monitoring.
• Conduct coastal‑vulnerability analysis (sea‑level rise, erosion, storm surge) using GIS and Maine Geologic Survey data.
• Facilitate stakeholder workshops, public outreach, and coordination with multiple state agencies (MDIFW, MDOT, Maine Geological Survey, etc.).
• Develop adaptation strategy options, cost‑benefit evaluation, and a model coastal‑resilience ordinance.
• Produce a final technical report combined with a graphic, public‑ready summary and presentation.
• Provide implementation support, monitoring framework, and guidance for future phases (design & construction).
