Description

The City of Cincinnati is seeking a vendor to provide a complete mobile license‑plate‑reader (MLPR) system for its parking‑enforcement fleet. The scope includes supplying three‑camera vehicle‑mounted hardware, associated power and data accessories, software licenses (OCR, GPS, integration middleware), installation, initial training, and ongoing support/maintenance. The contract is structured as a firm‑price, fixed‑price agreement with a base term of five years and one optional twelve‑month renewal. An administrative fee of 1 % of total sales will be billed quarterly. • Provide all camera hardware (lens, housing, mounts, power adapters, data cables) meeting detailed technical specs (1920×1080, IP68, 50 mph capture, etc.). • Deliver software licenses for on‑board processing, back‑office integration, and mobile app access, plus required training and on‑site calibration. • Offer warranty, optional extended support (up to five years), and comply with insurance, DEI, and non‑discrimination requirements. • Submit a fully‑priced electronic bid via the City’s VSS portal by March 26 2026 12:00 PM ET, with questions due by March 12 2026 12:00 PM ET.

Budget estimate

$150,000 – $500,000

The bid tabulation lists a “complete vehicle system” price of $63,571 per vehicle. Assuming the City intends to equip multiple patrol cars (typical fleet sizes range from 5 to 20 vehicles for a municipal parking division), the total contract value could fall between roughly $150,000 (for a small 3‑vehicle rollout) and $500,000 (for a larger 8‑10‑vehicle deployment plus annual licensing). The estimate also considers the 5‑year contract term, optional renewal, and the 1 % administrative fee, which would increase the overall revenue for the vendor.
