Description

The State Lands Commission seeks a qualified California‑recognized tribe to serve as an on‑call provider of tribal and cultural resources monitoring for CEQA‑related projects that may affect the Santa Ynez Band of Chumash Indians. The award will be a four‑year retainer contract; individual work orders will be issued as projects arise, with rates and deliverables negotiated per work order. No cost proposal is required at the RFQ stage and selection is based solely on qualifications. • Eligible bidders: any tribe recognized by the California Native American Heritage Commission, with a resolution or statement authorizing entry into the contract. • Required submission package: checklist, cover letter, qualifications narrative, tribal ancestral map, tribal resolution (or statement), STD‑204 payee data form, Darfur Act certification, and California Civil Rights certification. • Contract structure: Standard Form 213 retainer; Exhibit A defines monitoring scope, Exhibit B will capture hourly rates after award, and Exhibit D contains special terms (confidentiality, IP, insurance). • Deliverables: field monitoring reports, cultural resource assessments, tribal maps, training, and any required documentation per work order; weekly logs due Monday noon, invoicing monthly, and prompt payment within 45 days of receipt.

Budget estimate

$200,000 – $500,000

The solicitation does not disclose a total contract ceiling; however the Sample Contract indicates a Phase I ceiling of $250,000 and provides placeholders for hourly rates across multiple staff classifications. Considering a four‑year retainer with variable work‑order volume, a realistic range would be roughly $200 k–$500 k over the contract term, depending on the number and scope of work orders and the final negotiated hourly rates.
