Notice of Opportunity (NOO) for Energy Savings Performance Contract (ESPC) Task Order at US Forest Service Forest Products Lab at 1 Gifford Pinchot Drive, Madison, WI and Request for Contractor Expressions of Interest

The US Forest Service is seeking expressions of interest from Energy Service Companies (ESCOs) for a potential Energy Savings Performance Contract (ESPC) project at the Forest Products Laboratory in Madison, Wisconsin. The project aims to reduce energy and water consumption, and enhance energy and water resilience by implementing energy and water conservation measures. The ESCO will be required to conduct an investment grade audit, design and construct energy and water conservation measures, and provide sustained savings and performance throughout the contract term. The project will focus on four buildings: the Main Building, Wood Fiber Products Lab, Wood Chemistry Lab, and Centennial Research Facility. • The project will include the implementation of various energy and water conservation measures, such as lighting upgrades, HVAC equipment replacement, and building envelope upgrades. • The ESCO will be required to use a direct-to-IGA approach to project development and issue a Notice of Intent to Award with the ESCO down selection. • The project will have a performance period of up to 25 years. • The ESCO will be evaluated based on their technical competencies and experience, management approach, and past performance. • The agency reserves the right to adjust the selection process if deemed necessary.
