Description

The U.S. Navy’s Submarine Electromagnetic Systems Program Office (PMS 435) is issuing an Area‑of‑Interest (AOI) under Other Transaction Authority to develop prototype low‑profile mast (LPM) Type 24 Mod 1 and/or a rotational module (RM) for submarine platforms. Companies must submit a Terms‑of‑Use Agreement (TOU) to receive CUI technical data, then respond to Q&A, request DoD SAFE links, and deliver Phase I white‑papers/placemats by the October 20, 2026 deadline. The effort may lead to one or more prototype awards with a design‑to‑test schedule of ≤ 36 months for LPM and ≤ 24 months for RM, and includes options for cost‑share and scalability to modest production rates. Eligibility is limited to U.S., U.K., or Australian‑owned firms (or teams with such ownership) and requires appropriate CUI handling clearances.

Budget estimate

$3,000,000 – $15,000,000

No contract value is disclosed, but prototype development of a low‑profile mast and rotational module for submarines typically runs in the low‑single‑digit million to mid‑single‑digit million dollar range. Assuming a 1‑year design phase and a 2‑year fabrication/testing phase, a realistic estimate is between $3 million and $15 million, depending on the level of cost‑share, required certifications, and the number of units produced for demonstration.
