Description
The Department of Veterans Affairs (VA) intends to award a sole source Blanket Purchase Agreement to Acustaf Development Corp for a Labor Management System (LMS) software to support staffing and scheduling requirements at multiple VA Medical Centers. The LMS software must provide decision support for staff assignments, improve patient care, and automate labor-intensive processes. The system must include HR, schedule, staffing, track, finance, payroll, and report modules, and must be a secure cloud-based solution with real-time data integration with VA Human Resources Software (VISTA). The contractor must provide 24-hour phone support and error reporting, and availability for real-time primary support between 9:00am – 6:00pm Eastern time.
Some key features of the LMS software include:
• Demographic tracking tools to maintain employee contact and emergency contact information
• Automated staffing package to provide decision support for staff assignments
• Real-time data integration with VISTA to bring in admit, discharge, and transfer information
• Automated time and attendance tracking and accurate cost information
• Reporting capabilities to track "true cost of doing business hours" vs. "payroll hours"
• Overtime reports and Excel output
• System to allow for Timekeepers to mark tours of duty entered into VA Time and Attendance System (VATAS) and receive alerts about changes to tours
• Proficiency system to track staff competencies, licensure, education, and continuing education
• Rule engines to facilitate scheduling and apply regulations, union requirements, and staff preferences
• Communication tools to create personalized web-based dashboards for stakeholders and allow staff to bid on open positions
