The Chelsea Housing Authority is seeking proposals from qualified environmental firms to perform lead-based paint inspections, risk assessments, dust wipe sampling, and clearance testing at multiple pre-1978 public housing developments. The selected firm will be required to conduct inspections using HUD-approved XRF analyzers, perform representative sampling, and provide full XRF data sheets and calibration records. The firm will also be required to conduct risk assessments, collect dust wipe samples, and provide hazard control recommendations. The contract will be awarded to the highest-ranked, most advantageous proposal, not the lowest price.
• The contract requires compliance with all federal, state, and local regulations.
• The selected firm must have EPA-certified lead risk assessor(s), HUD-certified lead inspector(s), and Massachusetts-licensed lead inspector(s).
• The firm must have demonstrated experience with PHAs or HUD-assisted housing and ability to meet HUD sampling requirements.
• The firm must provide copies of licenses and certifications, sample reports from similar projects, references from at least three PHAs or multifamily owners, and proof of insurance.
