Laboratory Safety Evaluation and Safety Plan Assessment

The Federal Highway Administration's (FHWA's) Office of Research, Development, and Technology (RD&T) is seeking a qualified contractor to provide laboratory safety evaluation and safety plan assessment services for the Turner-Fairbank Highway Research Center (TFHRC) laboratories. The contractor will review current safety practices, protocols, and activities, identify hazards, and provide recommendations to improve laboratory safety procedures. The contractor will also develop a safety plan template for each laboratory, which will include all components required by OSHA standards and the FHWA Safety Manual. The scope of work includes performing laboratory safety evaluations, providing guidelines and recommendations for incorporation into safety plans, and developing an inspection and evaluation program. The contractor will work with laboratory personnel to assess the laboratories through a collaborative process to advance OSHA safety protocols and standardize safety reporting throughout the laboratories. • The contractor will perform a job hazard analysis review for each laboratory. • The contractor will identify and recommend hazard prevention and control measures for each laboratory. • The contractor will review laboratory safety plans and provide recommendations to improve and standardize current safety inspection and reporting processes. • The contractor will develop a training plan for laboratory personnel. • The contractor will develop an inspection and evaluation program for the laboratories.
