Hemlock Public School District is seeking a qualified Design-Builder to provide comprehensive Design-Build services for the expansion and potential renovation of Hemlock Elementary School/Early Childhood Center. The project will be completed utilizing approximately $1M in United States Department of Agriculture (USDA) funding, with the possibility of additional funding if a bond is approved in November 2026. The selected Design-Builder will work closely with the District's project team, including the Owner's Representative, financial advisor, and legal counsel. The project includes the expansion and possible renovation of the southeast wing of the school, adding approximately 3,000 square feet of building space, and will encompass various programmatic elements such as secure main corridor connection, office and student support space, and new ECC classrooms. The Design-Builder will be responsible for providing a single point of responsibility for both the design and construction of the project, including design services, schedule and budget planning, bidding and construction, and project oversight and advisory support.
• The project will be completed in two phases, with Phase I utilizing the $1M USDA grant and Phase II utilizing potential bond funding.
• The Design-Builder will work with the District to establish project goals, develop a project schedule and budget, and provide cost estimates at each phase of design.
• The Design-Builder will also be responsible for leading the bidding process, procuring and managing subcontractors, obtaining necessary permits and approvals, and providing construction oversight and coordination.
• The project is expected to begin immediately upon Board approval, with a kick-off meeting with the entire team scheduled for the week of August 24, 2026, and substantial completion expected by Summer 2028.
