Sole Source Determination – Public Impact – SY 26‑27

This contract is a sole‑source award to Public Impact for a comprehensive, proprietary professional‑services package that supports Carlsbad Municipal Schools in designing and implementing the Opportunity Culture® staffing and school‑improvement model for the 2026‑27 school year. The work includes an annual online portal subscription, ongoing virtual consulting, two in‑person site visits, administration and analysis of an educator survey, validation feedback rounds for up to six schools, and production of certification materials.
