Unemployment Insurance Cost Management & Employment Verification Services

The County of Fresno Human Resources Department is seeking proposals from qualified firms to provide unemployment insurance cost management and employment verification services for current and former County employees. The winning bidder, Equifax Workforce Solutions, shall provide administration and management of the UI claims filed by County employees, counseling to and representation of the County at all administrative hearings involving such claims, and provision of employment, income and wage verification services in response to requests for information and audits by the State of California’s Employment Development Department and other entities as required. Key aspects of the contract include: • Unemployment insurance cost management services to reduce UI costs by eliminating payments made on UI claims discovered to be invalid and reducing administrative errors • Administration and management of UI claims filed by County employees • Counseling to and representation of the County at all administrative hearings involving such claims • Provision of employment, income and wage verification services in response to requests for information and audits by the State of California’s Employment Development Department and other entities as required • Experience and expertise in claims administration services, with over 70 years of experience and clients in all 50 U.S. states • Strong commitment to legal and regulatory compliance, with a team dedicated to unemployment laws, regulations, issues, and trends at the federal and state levels • Thorough response to the County’s questions regarding claims processing and employment, wage and income verification • Significantly lower costs than all other bidders, with a complete Cost Proposal that allowed the County to accurately assess their total costs.
