The purpose of this Request for Proposal (RFP) is to identify a qualified provider to operate an Adult Residential Facility (ARF) licensed by the State of California Community Care Licensing Division. The selected provider will provide "room and board" and "care and supervision" as defined and regulated by the State of California, as well as additional recovery-focused supports. The program aims to create opportunities for persons in locked long-term care facilities to return to community-based housing, assist residents in developing effective illness management skills, increase the quality and pace of recovery, and reduce the need and length of stay in higher-cost facilities.
• The target population for this program includes adults ages 18-59 with serious and persistent mental health disorders.
• The program will provide a higher staff-to-resident ratio, on-site wellness and recovery program services, and opportunities for facility staff education and development.
• The contract will be awarded to the most responsive and responsible bidder, pending approval from the Riverside County Board of Supervisors.
