This solicitation seeks a statewide, cloud‑based mental‑health screening platform for Illinois public‑school students in grades 3‑12. The vendor must provide validated, brief (≤ 10 minutes) screening instruments, a configurable user interface, multi‑language support, and full integration with existing ISBE and district data systems (FHIR/HL7/Ed‑Fi, Okta SSO). Data security must meet NIST, FIPS‑140‑2/3, SOC 2 Type II, and all applicable FERPA, COPPA, SOPPA, and PIPA requirements, with role‑based access controls and no vendor access to individual student results. The contract also includes implementation planning, district‑level onboarding, training and professional development, help‑desk support, and extensive reporting (monthly, quarterly, annual). The total contract ceiling is $7 million, phased over three years, with a firm‑fixed‑price structure and a three‑year term (Dec 2026 – Jun 2029).
