MCD Pre-Admission Screening and Resident Review for Indications of Serious Mental Illness Level II Assessments and Select Determinations

The State of Ohio is seeking a single contractor to provide statewide Level II Pre‑Admission Screening and Resident Review (PASRR) evaluations for individuals with serious mental illness (SMI) and/or developmental disabilities who are entering or remaining in nursing facilities. The contractor must perform a mix of routine, emergency/respite, virtual, and expedited psychiatric assessments, adhering to strict turnaround times (3‑5 days for routine, 24 hours for non‑virtual expedited, 48 hours for virtual expedited). Services are billed per evaluation with the State reimbursing only costs identified in the proposal; no travel or ancillary expenses are allowed. The effort involves high‑volume clinical screening (estimated 8,500 routine, 7,500 expedited, plus additional categories) and requires compliance with Ohio’s IT policies, HIPAA Business Associate requirements, and any MBE participation tracking. • Perform up to 8,500 routine PASRR screenings annually, plus 7,500 expedited psychiatric evaluations and smaller numbers of emergency, respite, and virtual assessments. • Meet tight completion windows (24 hr for expedited, 3‑5 days for routine) and submit all required documentation and reports per State guidelines. • Operate under Ohio’s State IT Policy “Cloud Smart” framework and a Business Associate Agreement that mandates HIPAA‑compliant handling of PHI, incident reporting within 24 hours, and PHI destruction within 90 days of contract termination.
