Contract source

Description

The City of Wilmington, on behalf of the Wilmington Urban Area Metropolitan Planning Organization (WMPO), issued a competitive Request for Proposals to secure a consultant to provide comprehensive lobbying services. The consultant will act as WMPO’s advocate with the North Carolina General Assembly, the U.S. Congress, and federal executive agencies, handling legislative tracking, drafting, liaison, and outreach to advance WMPO’s transportation priorities, such as funding for the Cape Fear Memorial Bridge replacement. Proposals must be submitted in a concise 15‑page format, include detailed team qualifications, prior lobbying experience with NC municipalities or MPOs, and comply with insurance, MBE/DBE, and non‑collusion requirements. Evaluation will be based on experience, personnel qualifications, staffing capability, and overall firm expertise.

Contract value

$150,000

The RFP does not disclose a budget. Similar MPO lobbying contracts in the region typically range from $100,000 to $300,000 for a one‑year engagement, covering staff time, travel, and related expenses. Assuming WMPO seeks a mid‑range effort to cover multiple legislative sessions and significant advocacy work, a reasonable estimate is about $150,000. This estimate reflects anticipated staff hourly rates, travel costs, and the need for a dedicated consultant team.
